GENERAL DESCRIPTION: Performs highly advanced and/or supervisory (senior-level) training work with unit members, division members, and agency personnel. Facilitates workshops and teaches courses to a variety of personnel in accordance with unit leadership philosophy, organizational culture, and agency values. Works under minimal supervision in areas of program and curriculum development, with extensive latitude for the use of initiative and independent judgement.

The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Oversees the planning and coordination of training and educational programs, services, and activities involving leadership and supervisor development.

2. Plans, develops, reviews, revises, and implements training programs, policies, and procedures. Provides review and monitoring for legislative bill analysis as directed.

3. Oversees the development of teaching methods, curriculum, training aids, and program materials in support of leadership development and supervisory skills.

4. Coordinates the design, development, and evaluation of training in a classroom, distance learning, or in an e-learning environment.

5. Facilitates workshops and meetings, liaise with law enforcement agencies and non-government organizations that facilitate the development of interpersonal communication, leadership competencies, and supervisory skills.

6. Designs and develops methods for assessing and evaluating training effectiveness. Evaluates data, industry trends, current research and relevant innovations. Prepares and reviews reports for approval.

7. Identifies long-range training goals and recommends programs to achieve goals.

8. Assists and advises staff in resolving training problems, and ensures the effective use of modern training tools, methods and techniques.

9. Promotes the use of training services, methods, and resources.

10. Prepares budgets for training and educational programs, manages contracts for training services, and works on grants and grant management.

11. May evaluate, recommend, or plan supplemental training programs with private organizations and other state or federal agencies.

12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

13. Perform other duties as assigned.

Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four-year college or university with a major in Education, Management, or a related field.

Experience - Minimum of two (2) years' experience teaching / facilitation experience in Communication, Leadership, Supervision, Professional Development, or a related field. Minimum of two (2) years' experience supervising multiple mid-level to first line supervisors.

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills - Knowledge of management and supervisory methods and principles, performance and productivity standards.Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to others; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external partners, vendors, and/or customers.Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to audiences and/or individuals with varying levels of experience and leadership responsibility.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) - Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule - Position will operate out of the Central Texas area and will report to Austin, or Florence, as the job requires. Work hours vary depending on training needs. Some after-hours, overnight and/or weekend travel will be required. This position has the ability to work remotely/telecommute based on supervisory approval and operational needs, but must reside within 50 miles of assigned duty location and report in person as directed.

Candidates selected for an interview will be required to give a 30 minute presentation on a given topic. Topic and parameters will be provided to the candidates prior to the interview.

State of Texas Benefits and Retirement Information:

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
