**GENERAL DESCRIPTION**
Performs highly complex (senior-level) license, permitting and customer service work. Work involves coordinating the receipt and review of license and permit applications; ensuring the compliance of applicable policies, administrative codes and statutes; communicating with external and internal customer; and approving license and permits pertaining to driver license and commercial driver license laws and procedures. May supervise the work of others, assign work, conduct evaluations, and review the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
**ESSENTIAL DUTIES / RESPONSIBILITIES**
1. Coordinates the receipt and review of license and permit applications, revisions, and renewals; reviews license and permit applications, payments, and technical data required for licenses and permits entered into appropriate computer applications, databases, and systems for accuracy and completeness; ensures compliance with administrative codes, state statutes, and agency policy and procedures; issues licenses and permits and collects license fees.
2. Handles more complex transactions the majority (70% or more) of the time such as Commercial Driver License (CDL). Additionally may be required to handle Limited Term, Medical Advisory Board (MAB), Administrative Hearings and Parent Taught Driver Education (PTDE).
3. Communicate with the public and answer questions pertaining to all aspects of the division. Resolve customer service problems. Provide administrative and technical assistance related to license and permit requirements to the general public; answers questions and provides information regarding license and permit processing, policies, and procedures.
4. Screen applicant, process transactions, administer driving test, prepare application form, and collect fees. May interpret and/or administer oral test to Spanish speaking applicant or customer who may not read.
5. Conduct comprehensive examinations according to policy, investigate applications and driver records, and observe applicants during road test. Recommend and suggest methods of improvement or inform applicants of corrective action that is needed. Advise applicants of suspensions, cancellations, and revocations.
6. May train, monitor, and supervise the work of others. Develop operating procedures and guidelines.
7. Investigate all applications/forms received to determine appropriate course of action/outcome and ensure all legal requirements are in compliance. Interprets and communicates licensing and permitting requirements and other information applicable to various agency and statutory requirements.
8. May develop and conduct training for agency and driver training students.
9. Perform basic check of physical driving capabilities of applicants to expose potential driving limitations. Vison test will also be performed to check adequacy of applicants eyesight. Complete supplemental forms to refer applicants to the Medical Advisory Board as needed.
10. Inspect commercial and non-commercial motor vehicles for safety. Verify evidence of financial responsibility and registration.
11. Interpret National Driver Records (NDR), Problem Driver Pointer System (PDPS), Commercial Driver License Information System (CDLIS), Systematic Alien Verification of Entitlements (SAVE) and other external system inquiries to determine eligibility for licensing.
12. May administer or oversee oral, written or other tests and grade written driver examinations for license and permit applicants. May interpret for foreign language speaking applicants.
13. Collect fees and prepare receipts; captures photograph of applicants, signatures, and thumbprints. Coordinate entry into databases and ensure letters and correspondence are accurately processed.
14. Review activity logs, files, and reports. Perform close out audits on completed and pending transactions.
15. Administer road skills (drive test) examinations.
16. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.
17. May supervise the work of others.
18. Perform other duties as assigned.
**Qualifications**
**GENERAL QUALIFICATIONS and REQUIREMENTS**
**Education** - High School Diploma/equivalent. Graduation from a two-year college or equivalent is generally preferred. Experience and education may be substituted for one another.
**Experience** Minimum of six (6) months of experience working as a License and Permit Specialist II in a state driver license office conducting written driver license examinations, in-vehicle road test evaluations, and cash reconciliation.
**Licensure and/or Certification** - Valid Texas driver license is required. If hired with a valid out of state driver license, a Texas license must be obtained within ninety (90) days of moving to Texas. If moving within the state of Texas, a valid Texas license must be obtained within thirty (30) days and any Federal Motor Carrier Safety Administration requirements.
The Basic Driver Examiner Certificate (BDEC), and the Certified Commercial Knowledge Examiner (CCKE) is required and must be valid. Certified Commercial Examiner (CCE) must be completed within six (6) months after promotion. Must recertify based on Federal Motor Carrier Safety Administration requirements to remain qualified for the position.
**Regulatory knowledge** - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures. In depth knowledge of Driver License laws, rules and policies.
