THE POSITION : Under general supervision, the Safety Management Systems (SMS) Manager is responsible for the planning, implementation, and operation of the Palm Springs International Airport's SMS, Safety Certifications, and Airside Construction. Serves as the primary administrator of the Airport's SMS software ensuring compliance and promotion of a safe work environment, emergency planning, airside construction procedures, and other associated operations consistent with the Federal Aviation Administration (FAA).

As a member of the City's unclassified service, this is an "at-will" position and serves at the discretion of the City Manager.

Essential and other important responsibilities and duties may include, but are not limited to, the following:


Essential Functions :
  • Develop a safety policy consistent with the strategy and vision of the Executive Director of Palm Springs International Airport.
  • Responsible for the Safety Management System program design and administration including gap analysis, annual program reviews, implementation of new and/or plan changes, and ongoing monitoring of compliance to ensure established policies and procedures are met.
  • Collaborates with other Airport Divisions for the completion of risk analysis of maintenance and construction projects and provide input for department safety program manuals.
  • Develop a Quality Assurance and Quality Control program and align assurance programs with FAA Part 139 operations and pertinent Advisory Circulars.
  • Investigates causation of airside, landside, and terminal incidents involving aircraft, vehicles, airport users, contractors, and employees, and coordinates risk analysis. Makes recommendations to mitigate hazard risks consistent with best practices, codes, and regulations.
  • Serve as Point of Contact for all airport user safety incidents when an employee, passenger, or other user is injured.
  • Respond to and prepare timely and comprehensive investigations of accidents and safety incidents. Prepare factual reports to appropriate divisions/personnel summarizing the circumstances and root causes of the accident or incident and follow up with recommended corrective and preventative actions.
  • Use a data-driven, business-oriented approach to prevent incidents and manage safety including necessary organizational structures, accountabilities, policies, and procedures.
  • Plans, develops, promotes, and administers safety education programs and policies with employees, tenants, contractors, and other stakeholders.
  • Develops, implements, and maintains communication systems for distributing safety information as a part of safety promotion and compliance.
  • Serves as liaison between airport and airline representatives on matters of ramp, runway, construction, and facility hazards safety improvements.
  • Oversees ramp Ground Service Equipment, Foreign Object Debris, and Aeronautical Standards Inspection Programs to ensure the safety of personnel, vehicles, and aircraft operating in and around terminal areas.
  • Develops and leads Airport Safety Committees involving staff, tenants, and air traffic personnel.
  • Develop and analyze trends and statistics from SMS data; establish a program safety baseline and benchmark goals; conduct safety inspections and assessments.
  • Coordinates with City of Palm Springs Safety representative on issues of workplace accidents, improvements, and training and promotes awareness for employees.
  • Ensure compliance with government safety regulations including aviation and labor regulations, City policies, and industry best practices.
  • Conduct routine and no-notice audits to guarantee Safety Assurance.
  • Design a variety of user and employee-based reporting systems, with the ability to report anonymously.
  • Designs and administers training programs for airport personnel and tracks completion.
  • Make presentations and share best practices with industry partners.
  • Perform related duties and responsibilities as required.

Minimum and Preferred Requirements

Experience :
  • Three (3) years of increasingly responsible experience in the administration of safety compliance, risk management, or similar programs and one (1) year of experience with accident/incident report writing is required.
  • One (1) year of experience in a supervisory or lead role managing other employees is required.
  • Experience in an airport, airline, or military environment in airside, ground handling, or flight operations is preferred.

Training :
Bachelor's degree from an accredited college or university in Occupational Safety, Industrial Safety, Aviation Safety, Business, Public Administration, Risk Management, or related field, or any combination of education or experience that provides equivalent knowledge, skills, and abilities is required.


License or Certificates:
  • Possession of, or ability to obtain within six (6) months of employment, Safety Management Systems (SMS) Certification.
  • Possession of, or ability to obtain within six (6) months of employment, OSHA Certification.
  • Possession of an appropriate valid driver's license is required.
  • Possession of an appropriate valid C.P.R. Certificate is required.
  • Possession of an Airport Security Identification Display Area (SIDA) Badge, which is approved through the Federal Transportation Security Administration (TSA) is required.
